Texas Construction Estimating Services | Accurate Material Takeoffs & Cost Projections
Home Texas Construction Estimating Services | Accurate Material Takeoffs & Cost Projections
Winning bids and protecting profit margins in Texas require hyper-local accuracy. Generic, nationwide software averages cannot account for the localized wage structures, municipal codes, or extreme material price fluctuations native to the Texas building market.
Universe Estimating provides construction estimating services across Texas: quantity takeoffs, detailed cost estimates, and bid-ready packages for general contractors, subcontractors, home builders, and developers in all 254 counties. Our professional Texas construction estimating services deliver certified, highly accurate quantity takeoffs and data-driven cost valuations built to the specific ZIP code of your job site.
Every estimate is priced to your project’s ZIP code and checked against the Texas rules that change a number, including your contract’s sales tax treatment, the awarding body’s prevailing wage, coastal windstorm requirements, and local soil. Whether bidding on a commercial high-rise in Houston, an industrial pipeline in the Permian Basin, or a residential build in Austin, our dedicated team ensures your bids are structurally sound and highly competitive.
With a proven 98% accuracy rate across 254 Texas counties, we help contractors secure an average of 23% more project wins while completely eliminating the costly underestimation errors that threaten your bottom line. Let us engineer your next winning bid today.
What Are Construction Estimating Services?
Construction estimating services are professional services that forecast the total cost of a building project by analyzing its blueprints, engineering drawings, and specifications before construction begins. Estimators measure every material, labor hour, and piece of equipment the job needs, such as cubic yards of concrete, linear feet of pipe and sheets of drywall, and turn them into a line-item cost breakdown. General contractors, subcontractors, developers, and architects use these estimates to check whether a project is financially feasible before breaking ground. The estimate lets companies submit competitive bids, secure financing, and control costs throughout the project.

Why a Texas Estimate Needs Texas Rules
A national estimating database misses the Texas rules that move a bid by thousands of dollars. These are the six Texas-specific rules we check on every job.
1. Sales Tax Depends on How Your Contract is Written
Texas taxes construction materials differently under lump-sum and separated contracts. On a lump-sum contract, the contractor is the consumer and pays sales tax on materials at purchase. On a separated contract, the contractor buys materials tax-free with a resale certificate and collects tax from the customer on the materials portion. Nonresidential repair and remodeling is taxable on the full charge either way. We price tax to match your contract type, so it is never missing or counted twice.
2. Prevailing Wage is Set by Each Public Body
Texas has no single statewide wage schedule for public work. Under Texas Government Code Chapter 2258, each city, county, school district, or other public body sets its own prevailing wage rates, either by its own survey or by using the federal Davis-Bacon rates. We price labor to the rates in your bid documents, and check for Davis-Bacon on projects with federal money.
3. Windstorm Certification on the Gulf Coast
New construction and most repairs in the 14 first-tier coastal counties, and in part of Harris County east of SH 146, need a Texas Department of Insurance windstorm certificate (WPI-8) for the building to qualify for TWIA coverage. That means engineered connections, impact-rated or protected openings, wind-rated roofing, and third-party inspections. Gulf Coast estimates from us include those costs.
4. One State Baseline, Hundreds of Local Codes
State law sets the International Residential Code and International Building Code as the baseline for Texas cities. Each city then adopts its own edition and local amendments. We confirm the code your city enforces before pricing, along with local permit and impact fees.
5. Soil Changes the Foundation
The expansive clay of North and Central Texas usually calls for post-tensioned slabs or pier-and-beam foundations, plus moisture control. Gulf Coast sites bring high water tables and fill. West Texas sites often hit caliche that slows excavation. We price the foundation the geotechnical report calls for, not a generic slab.
6. Labor is Tight and Varies by Metro
Texas added more construction jobs than any other state in the year to June 2026, according to the AGC. Wage pressure is sharpest in fast-growth markets like the I-35 corridor and DFW. We price labor by metro and trade, not with a statewide average.
