Florida Construction Estimating and Takeoff Services
Home Florida Construction Estimating and Takeoff Services
Florida’s booming construction market makes it hard to stay competitive while keeping up with changing building codes, severe weather requirements, and volatile material costs. Contractors and developers spend dozens of hours manually counting materials and guessing prices, only to lose bids because their estimates were too high or, worse, win projects that lose money because they are under-quoted. Dealing with local environmental regulations and moisture-control standards adds another layer of stress. When you are busy with blueprints, you lose the time you need to actually manage your job sites and grow your business.
Universe Estimating is your dedicated partner to solve this headache with accurate, reliable Florida construction estimating services. We take the blueprints and use advanced software and local market knowledge to deliver precise material counts and realistic cost breakdowns. Whether you are bidding on a coastal residential project or a large commercial development, our team makes sure your estimates account for Florida’s specific code and material realities.
With Florida’s nonresidential construction input costs increasing by 7.1% over the past year and regional material updates showing up to an 8.2% hike in essential commodities, guesswork is no longer an option. Partner with Universe Estimating, and you can submit winning bids faster, protect your profit margins, and focus on building while we handle the math.
What Florida Cost Factors That Generic Estimates Miss But We Don’t
A national cost-per-square-foot figure misprices most Florida projects. Wind design, flood elevation, block construction, and the state’s tax rules all add scope that a generic estimate misses. We check these five items on every Florida job.
1. Hurricane Wind Design and the HVHZ
The 8th Edition Florida Building Code adopted the ASCE 7-22 wind standard, with updated wind speed maps and exposure categories. In the High-Velocity Hurricane Zone (HVHZ), which covers Miami-Dade and Broward counties, wind speeds reach 175 mph and 170 mph for Risk Category II buildings. Windows, doors, and roof systems there need Miami-Dade Notice of Acceptance (NOA) products. Outside the HVHZ, we check whether the site is in a wind-borne debris region that requires impact protection. We then price the approved products, connectors, straps, and extra fastening that the code calls for.
2. The 9th Edition Florida Building Code starts December 31, 2026
The 9th Edition of the Florida Building Code takes effect on December 31, 2026. Projects permitted before that date are generally governed by the 8th Edition. If your bid could be permitted on either side of that date, we state which edition the estimate assumes. We also flag the items most likely to change, especially reroofing and roof attachment. A roof priced under 8th Edition rules may not cover a 9th Edition installation.
3. Flood Zones and Elevation
In Florida flood hazard areas, the residential code requires the lowest floor to sit at or above the base flood elevation plus 1 foot, or the design flood elevation, whichever is higher. Some counties and cities require more. Elevation changes the cost of fill, stem walls, foundation height, flood openings, and the flood-resistant materials used below that line. We read the flood zone from your site plan or survey and price the work to match.
4. Block Walls, Stucco and a High Water Table
Most Florida homes and many commercial buildings use concrete block (CBS) walls finished with stucco, not wood framing. We take off block, grout, rebar, tie beams, lintels, and stucco as separate lines, so nothing is buried in an allowance. Sitework accounts for Florida’s high groundwater, including dewatering, stormwater retention, and swales where the civil drawings show them.
5. Sales Tax, Surtax and Labor rates
On a standard lump-sum contract for real property, the Florida contractor counts as the consumer of the materials and pays the sales tax on them. That tax belongs inside your bid. Each county’s discretionary surtax depends on where materials are delivered, and it applies only to the first $5,000 of each item. In 2024, Florida passed a law that stops local governments from setting their own wage rules for contractors. We therefore price labor at regional market rates and use Davis-Bacon rates where federal funding requires them.

Construction estimating services calculate what a project will cost to build, using its drawings and specifications. An estimator measures the quantities of materials, then prices the labor, materials, and equipment. The result is a bid-ready estimate. Florida contractors use these services to bid more jobs without hiring a full-time estimator.
A takeoff measures quantities, such as cubic yards of concrete, block count, or linear feet of pipe. A cost estimate adds prices for labor, materials, equipment, overhead and profit to reach a total. Order a takeoff if you price in-house. Order a full estimate if you want a bid-ready number.
